REDD+ in Community Managed Forests in Nepal

ICIMOD has worked on community carbon forestry (REDD) since 2003 in India and Nepal as a part of the Kyoto: Think Global Act Local research project. Over the years it has taken part in the global REDD debate and made numerous submission to the SBSTA on REDD. It has also developed a participatory method to involve the local communities in assessing carbon and conducted numerous trainings for the locals as well as other developement professionals to gain an understaiong on REDD. In this particular project, ICIMOD is developing remote sensing based carbon assessment methods. Overall, ICIMOD’s work focuses on mountain environment and livelihood of the eight regional member countries of the Hindu Kush-Himalaya (HKH)- Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. ICIMOD is working to develop an economically and environmentally sound mountain ecosystem to improve the livelihoods of mountain populations- now, and for the future. To execute its role as knowledge, learning and an enabling centre, ICIMOD has put a premium on developing, capturing, sharing and disseminating knowledge and information for the benefit of its partners in regional member countries and its mountain people and communities. In the context, ICIMOD wants to strengthen and improve the institutional capacity to learn, innovate, information and knowledge to inform and empower policymakers and mountain communities in the HKH region and elsewhere.

ANSAB is committed to biodiversity conservation and economic development through community based enterprise oriented solutions. By planning its services at the grassroots to national levels, and collaborating with key stakeholders and clients, ANSAB integrates and builds on local and scientific knowledge systems, innovations, perspectives, and opportunities for tangible impacts and wider replications. ANSAB has designed and successfully completed over 30 donor funded projects, including multi-partners and multi-country projects with tangible results on the ground. ANSAB is managing Nepal NTFP Network (NNN), which has over 50 institutional and 300 individual members and represents the civil society in the government’s high level Herbs and NTFP Coordination Committee. It introduced and successfully piloted FSC certification in Nepal and works on Payment for Environmental Services. Recently, ANSAB has also devloped a manual for the conduction of forest carbon assessment b local communities.

Federation of Community Forestry Users, Nepal (FECOFUN) is a formal network of about 15,000 Community Forestry User Groups (CFUGs) from all over Nepal that represents more than 10 million forest users. It is the largest civil society organization in Nepal having 75 district chapters, 500 range posts, and 800 local level units. It implements nationwide advocacy campaign to secure the right of forest users over the natural resources and also implement specific projects for the betterment of forest users through its well established sub-ordinate units. FECOFUN has received FSC forest certification in 2005 and is working to expand the certified area. It is now also engaged in trying to generate tangible benefits to the forest users from carbon REDD mechanism and has been conducting several consultative and awareness campaigns in this regard. FECOFUN is member of the government-formed REDD Working Group established to operationalise REDD mechanism in Nepal by the Ministry of Forest and Soil Conservation.
